	Test: Run AirportView with 50 planes at .95 arrival rate
	Issue: Some planes are assigned to arrive at the same time.  This shouldn't be a problem to generate two planes in one tick.
	We need to force no two planes to arrive, or allow for handling multiple planes in one tick.  After the first instance of two planes
	assigned the same arrival time, one plane arrives, and no other planes on the list arrive as listed.
