test plugins for Bukkit/Bukkit#860 and Bukkit/CraftBukkit#1138

Test plugin goals:

• A "Donate Mode" inventory - only owner can remove items
• A "Read-Only" mode inventory - non-owner cannot modify
• A "Read-Only" custom view of another player's inventory - protecting admins from themselves
• A "menu" chest - choosing an option
• A "tech tier" for creative mode - disallow obtaining "advanced" items
