Generally there are two ways do backwards comaptible UIs for android. One is of course to use ActionbarSherlock and Holoeverywhere, but its not the only one.
The other option is to use an actionbar compat library and use a theme selector which will force android OS to use yo defined theme for older pre 3.x devices and it will choose the holo derived theme for 3.x and newer deivces. The technique is detailed
