Plugin to create a police like system on Minecraft servers

This was originally an attempt by Amber and Alex to build a Minecraft app for their own server. It is not well built and has hardly any function, but we are leaving it up despite no longer being supported to continue our attempt at keeping everything we do open source whenever possible.
